Second National General Assembly of Farmers Group Federation Kathmandu on 2019 April 25 and 26

Organizing the farmers involved in the agricultural profession scattered all over the country, registered farmer groups, animal husbandry groups, and agricultural cooperatives registered in the division cooperative office as members under the then Ministry of Agriculture development, this federation was established in the year 2068 BS on the recommendation of the concerned department and ministry.

Formed with the main objective of advocating on behalf of small, women, landless and marginal farmers, the federation has five structures including ward, municipality, district, Province, and union. The federation, which has group members, representatives, and individual representatives, is currently active in 56 districts and all seven provinces, forming wards, municipalities, districts, and Province-federal working committees and working hand in hand with the government. we would like to remind you federation has been advocating on various issues of agriculture and farmers for the past 7 years, emphasizing the implementation of positive policy programs related to the agriculture of the Province and emphasis on small farmer-friendly policy formulation.

The second national convention of the federation was held in Kathmandu on Bishakh 12 and 13, 2076 BS with the slogan "Agriculture is the basis of reform/prosperity" in the presence of about 400 farmers' representatives representing all the seven Provinces.

On the eve of the General Assembly, the morning procession started from Harihar Bhawan of the Department of Agriculture and reached Staff Kejal, and turned into an inaugural session. The General Assembly was inaugurated by Honorable Chakrapani Khanal, Minister for Agriculture and Animal Development. The program was chaired by the Federation's President Uddhab Adhikari. Honorable Member of National Assembly Balram Baskota, Chairman of National Farmers Commission, Chitra Bahadur Shrestha, Member of Kisan Sanjal, Bhanu Singdel, Nahendra Khadka, President of Community Forest Users Federation Nepal, Bharti Pathak, President of Drinking Water and Sanitation Consumers Federation Rajendra Aryal, Patron of Land Rights Forum Lyam Bahadur Darji and others were present on the occasion.

The Farmer's Session of the General Assembly was organized at Marwadi Sewa Samiti, New Road. In the farmers' session, progress and economic report, a revised constitution and policies, and 5-year strategic plan have been discussed and passed. The Farmer's Session has selected the following working committee from the consensus process and issued the 13-point declaration in Kathmandu.

After the conclusion of the Second National Convention, the decisions made through the General Convention, the decision of the elected program, and the manifesto were made public in the office of the Federation on Baishakh 14, 2076 B.S. The newly-elected working committee chairperson, vice-chairperson, general secretary, treasurer, and members were appointed by the outgoing chairperson Uddhav Adhikari on Baishakh 14, 2076 B.S.

2. Kathmandu Declaration

Established with the main objective of advocating on behalf of small, women, landless and marginal farmers, the federation has 5 structures including ward, municipality, district, state, and union. The federation, which is made up of farmers' group members, and individual representatives, is currently active in 56 districts and all seven provinces, working together with the government.  Representing all the seven provinces of Nepal, we are issuing the Kathmandu Declaration with commitment, including the points approved by the Second National General Convention of the Federation with the participation of about 400 farmers' representatives.

1. As per the constitution of the federation, by giving dynamism to the farmer's friendly structure, the farmers' unity will be promoted more vigorously in the campaign for the acquisition of rights.

2. The Federation has been lobbying for the introduction of farmer identity, categorization, and identity cards since its inception. Additional campaigns and advocacy activities will be conducted at the local, state, and federal government levels to ensure the practical security of the farmers.

3. According to the spirit and spirit of the federal structure, lobbying will be done before the government for the abolition of the Agriculture Knowledge Center and expansion of agricultural extension services up to the ward level.

4. In order to make/amend the policies related to agriculture and farmers to be formulated by the local, state, and federal governments, a Farmer friendly structure will be mobilized and continuous lobbying will be done.

5. The Federation has been continuously advocating for the drafting of the Integrated Agriculture Development Act at the state and federal levels.

6. Pressure-based programs will be conducted nationwide to fix the minimum support price at the time of food grains and cash crops as well as to provide an equal market for the produced agricultural produce.

7. Policy advocacy for business-oriented farming will be done by reviving the Nepali culture that has been practiced as a culture for centuries and the method used by the farmers as its custodians (technology, indigenous seedlings).

8. Policy advocacy will be done for the promotion of women-friendly, climate-friendly, and sustainable agriculture.

9. By making agricultural insurance simple and easy, lobbying will be done in the concerned agencies to extend the insurance system of farmers' produce to the rural farmer level.

10. In order to move the farmers' campaign forward in an institutional and sustainable manner, an initiative will be taken for a national-level farmer's house construction and agricultural information center.

11. The government will be pressured to implement the decision of the Supreme Court in favor of the farmers in the campaign launched by the federation for the compensation of crops from wild animals.

12. Necessary lobbying will be done for the institutional representation of the federation in the committees related to agriculture to be formed at the local, state, and federal levels.

१३.Capacity will be developed by arranging engineers based on the hierarchical structure of the federation and engineers will be mobilized in the task of disseminating information in the flow of information in the structure and identifying questions.
